Samenvatting:
In order to meet its greenhouse gas reduction target, the Dutchgovernment has agreed to cover 50% of the reduction requirements by
implementing measures abroad using flexible instruments. It is uncertain
whether this reduction can actually be implemented. Moreover, the expected
cost advantages are partly counterbalanced by other advantages of measures at
home. These advantages are related to employment, technological innovation
and environmental issues. Several opportunities to implement emission
reduction at home are presented that include some of these advantages. 18
