Samenvatting:
In 1993 ECN started to build one of the most energy-efficient officeof those days. The design meets the ISSO/SBR-directive for energy efficient offices. The central aim of the project is: As low energy consumption as possible needed for lighting, heating and ventilation in relation to the costs and comfort. In this rapport the measures to reduce the energy consumption in the building are being evaluated. There are two questions to be answered:

  1. Examine if the measures to reduce the energy consumption have succeeded.
  2. Examine what is to be learnt for the design, construction and management of low-energy buildings.
In the design stage a number of innovative measures were introduced. During the project the orginal design has been altered due to financial exceedings. In this rapport it is examined what the actual situation is for comfort and reduction of energy consumption and also some positive suggestions are made. Heating and ventilation are the largest consumers of electricity (40%). The target for energy consumption was 85 MJ/m3. Due to the alterations in de buildingphase it has become 106 MJ/m3. This actual energy consumption is still more than twice as low as the minimum requirements for energy consumption in 1993 viz. 250 MJ/m3. Therefore the building may still be called a very energy-efficient office, especially for those days. The goals for comfort have not all been met. The third floor of the west- and southfacade doesn't remain within the ISSO/SBR-directive requirements for overheating, they have too many exceedance hours. In the winter season the relative humidity lies between 20-30%, which is beneath the ISSO/SBR-directive of minimal 30%. The changes made during the building-period are a main cause for these comfort deviations.

Evaluation of the building learns that sufficient flexibility in the time planning and budget should be taken into account to implement new applications of renewable energy. A general suggestion to reduce the energy use during the exploitation fase of the building: Carefully consider the effects both to energy and comfort when changes are made in the energy concept. To succeed in a high energy-efficient office monitoring and feedback to the users of the building are important tools.
