Samenvatting:
Two models for the calculation of future electricity tariffs in theNetherlands are updated. The new outcomes of the model match actual tariffs a little bit better (average difference around 5%). In the second part of the model a qualitative study is described of how tariffs would change given certain market developments and what these changes would mean for modelling the tariffs. As the impact of the most important market developments (liberalization and tendency towards renewables) is not clear at this time, modelling of all the possible directions seems premature. The qualitative analysis concerning liberalization indicates that tariff elements do not necessarily change much in a more liberalized market, but that tariffs are more based on the specific conditions of consumers. It is not clear what this tendency towards individual contracts means for a tariff model that is used in scenarios. Special tariffs for renewable electricity need to be categorized in order to make clear to whom these tariffs apply and in what way they stimulate renewable electricity. Categorization is based on demand and supply, mandatory or not, increase of revenues or reduction of costs. In a more liberalized market, tariff elements, that are used to pass on the extra costs of renewable energy towards the customers, will be more difficult to implement, whereas tariffs, that stress the extra value of renewable power to the customers, fit better in a competitive market.
