Samenvatting:
Results of the title workshop, which was held December 1, 2000, in Maarssen, Netherlands are presented. The objectives of the workshop were (1) To provide information on the (inter)national development of standards for wind turbines to users and members of standardisation committees, and (2) To offer a forum for discussion and the forming of opinions regarding these developments. The workshop was attended by 39 representatives of the Dutch manufacturers, utilities, consultants, governmental bodies, insurance and financing companies, research institutions and the Dutch standardisation committee (25 organisations). After the presentation of an overview of the international standardisation activities in the JEC and CENELEC committees, the following actual items have been addressed: the shortcomings in the declaration of the sound power level of wind turbines based on a single measurement according to the existing standard and the recommendations from the European DESPOT project for improvement of the reliability of the declared value; the possible effects of lightning on wind turbines, the different protection zones that are identified in standards for electrical installations and the protective measures that can be taken; the important role of the anemometry in the prediction and measurement of the power performance of wind turbines, either solitary placed or in farms or in complex terrain and the possible uncertainty in the power output resulting from the use of different anemometers; the power quality requirements for grid connected turbines, the parameters that influence power quality, how power quality is measured and the assessed and which trends might be expected in the changing electricity market and infrastructure; the differences between design criteria for land situated and offshore wind turbines, the plans for the development of international standards for the design of offshore wind turbines and the relation with the activities in the EU project RECOFF. In addition, the background and consequences of the closing down of the activities of CIWI (Dutch Certification Body) have been addressed together with the plans for the development of standards for offshore wind turbines.
