Samenvatting:
Key issues regarding generation attribute accounting are being consideredin the U.S., following similar discussions related to their use in Europe.
Strict substantiation, environmental additionality and consistency criteria
should be enshrined in nascent legislation being developed regarding
claims over (electricity) generation attributes, and suitable standardization
of disclosure labels should be mandated for electricity offerings to
end users. In this way, the issue of multiple counting can be addressed
effectively, consumer protection in the electricity market reliably
ensured, and confidence in the integrity of green power products enhanced.
For the time being, non-hydro renewable electricity cannot gain substantial
market share without specific policy stimulation. Yet, both in Europe
and in the U.S., credible facilitation of the consumer?s choice in the
electricity market is set to unleash considerable addition
