Samenvatting: This report was written at the end of 2006 on assignment from the Dutch Ministry of Economic Affairs. This report reviews the pro’s and con’s of introducing budget ceilings in subsidy schemes for renewable electricity by means of either tendering or ‘first come first served’ procedures. For each renewable electricity option an advice is given whether or not the one can be preferred over the other.
