Samenvatting:
Dutch waste policies aim at 3.5 to 4.5 Mt CO2 emission reduction in theyear 2000, compared to the reference situation 1989/1990. The calculation of
waste policy effects is complicated because part of the emission reduction is
realized abroad. Some waste types are recycled abroad (e.g. steel scrap),
while in the Netherlands part of the recycling activity results in reduced
primary production abroad (e.g. paper). The reverse also occurs: foreign
waste policies result in CO2 emission reduction in the Netherlands. A method
to calculate such transboundary effects is discussed and applied to
aluminium, glass, plasticized paper/board and steel scrap. The impact of
transboundary effects, compared to the reference year 1989, is calculated.
The results show that a significant net emission reduction takes place
abroad. The total effect is approximately 1.5 Mt additional net export of
emission reduction in 1994, compared to the reference year 1989. 2 figs., 21
