The potential contribution of Joint Implementation (JI) with Central andEastern European Countries (CEEC) to the Dutch CO2 emission reduction target
for the year 2010 has been analysed. By means of of a macro-analysis, based
on supply and demand curves for CO2 reduction, it was found that a
substantial JI potential of 1200 to 2000 million ton emission reduction in
CEEC is available. The position of the Netherlands on a JI market might be
competitive given the relatively high CO2 abatement costs for reaching the
substantial reduction target of 10% reduction with respect to 1990. It was
estimated that the Netherlands could achieve 30-50% of their planned
reductions of 52 Mton in the year 2010 by conducting JI projects in CEEC.
Most expected competitors on a JI market are the United States, Japan,
Australia, Norway, Sweden, Switzerland, Italy, Denmark and Austria. However,
the potential competition is highly depending on the level of the reduction
targets for each individual country. The largest JI potentials in CEEC can be
found in Russia and to a lesser extent in Poland, Ukraine, the Czech
Republic, Romania and Bulgaria. Given the high investment risks in Russia and
Ukraine and the expected measures which need to be undertaken by Poland and
the Czech Republic itself to fulfill their own reduction targets, it was
recommended to focus on JI projects in Romania and Bulgaria. Finally, it was
concluded that the JI potential in CEEC highly depends on various yet
undetermined factors such as the level of the reduction targets, the baseline
methodology, credit sharing and the contribution of non-Annex 1 countries. 43
