Samenvatting:
This report contains the results of an integrated analysis to reach anintegrated policy for the nitrogen problem in the Netherlands. First, an
analysis is made of the current policy, and the instruments necessary for an
integrated analysis are determined. The results of the analysis are used to
derive options for an integrated policy. The main conclusion is that the
total amount of reactive nitrogen should be used as the basis for a new
policy. Solutions should be aimed at reducing the total amount of reactive
nitrogen, not emission levels. 35 refs.
